As all my radiators have TRVs, I set the ON/HIGH temperature higher than what is ever likely to be reached or desired (e.g. 30). If you use a "sensible" temperature such as 21-22, then if the room where the thermostat is placed reaches that value, the boiler turns off and the rest of the house freezes.

Wanted a control to on/ off boiler without having to keep going to boiler cupboard on landing.,this has worked fine, and i use set back as an overnight low to stop house getting too cold .
